Default settings would be to double-click to open a program. Unless you have your mouse configured to open the programs with a single left click.

Double click or single click makes no difference. The mouse is configured correctly.I don't believe that the mouse has anything to do with it. I have created new Icons and deleted the old ones. Nothing seems to work. The only way to open a program is to right click the Icon and click on 'Open'.

Gus, Is it only shortcuts (.lnk) or is it also other file extensions (.exe, .jpg, .gif, .txt etc.) Try this :
Click Start>Run the copy & paste or type in:
regsvr32 /i shell32
Click OK
Note that the spacing is important.
