Andrew, Right click your Desktop, choose Properties, under the Settings tab change the Color Quality from 32 bit to 16 bit, click Apply/OK. Now go back and change the Color Quality from 16 bit to 32 bit, click Apply/OK. This will rebuild the iconcache.db file and may correct your icon problem.

I had the same problem. I finally had to call my computer service support. I bet you recently installed Norton 360 or something from Norton. That little blue fast forward sign means that file (or those files) are waiting to be backed up on Norton. Since I didn't want this nor did I want to back up on Norton, I had disabled my backup. However, this didn't get rid of the blue thing. So, got to settings on Norton You should have an option to "unclick" backup and more importantly, Backup Status Overlays (it's that one that will get rid of the blue fast forward sign on your documents).
