icons and taskbar disapeared

I was looking at photos when a window came up saying this program is not responding end now. So i clicked end now and my destktop icons and task bar disapeared, if i press ctrl alt del it doesnt do anything... the only way I can acess the internet is by pressing a key on my laptop to open windows media manager and go to their online store. If i link the program it appears infront of the wallpaper in the bottom left hand corner as a tab about 5cm long. How can I get my icons and task bar back, please help asap!

Explorer.exe crashed. Hit ctrl + alt + del. This open the task manager. Choose file > New task > type explorer.exe > enter. Explorer should restart! This is for XP. Since your using Vista it might be different.
