IconPackager Within XP

Hi...I've got a problem which i cannot figure out. Currently running XP Home Edition, visual styles skins & using Powerdesk Pro 5. I just downloaded to try IconPackager 2.0. However, i noticed that all the icons changed to what i wanted except the folder icons in Powerdesk (folder icons changed just fine in Explorer).

I have uninstall/reinstall Powerdesk Pro 4 & 5 with no difference. I've installed/uninstalled to WindowBlinds (to see if visual styles was problem). I've replaced the uxtheme.dll with the orginial. I've uninstalled/installed IconPackager v. 1.51 & 2.0 I have also downloaded another file manager & it was doing the same thing with it-only default folder icons.

So think that i've elimated that it's not Powerdesk problem. Don't think that it's IconPackager's problem. So is there something within XP that is stopping it from changing?? Kinda odd since other icons are changing just fine. Any clues?? Anyone else run into this?? Thanks for any help or direction. :-)
