You can try and look for a feature called over scan in the video settings. Depending on your video card manufacturer, you can download the software from the site and look for the overscan settings in the software. Windows itself don't have this feature.

What is displayed on the built in screen does not change spontaneously.
If you weren't fiddling with display settings or installing video drivers before you Restarted the computer, the most likely things are there is something wrong with the built in display or the wiring between it and the video adapter.
If you connect an external monitor to the laptop, there is usually no problem with the display on that.
