In Network Connections i have Incoming Connections. In Incoming Conections in the Users tab, instead of unchecking the list of users and i've deleted it all including the administrator and users on my computer except one and it is a guest user which does not have administrative priveliges when i tried to log on to my name(administrator) it wouln't let me so i cannot create a new user account when im logged in to the guest name
and when try to go back to incoming connections it does not open because the guest user has low priviliges. So i have 1 user i can long on to which has no priviliges so i cant do anything.

I have no idea what you're trying to say, but the site Mechanix2Go referred you to is located here. The bootdisk/disc will allow you to reset the Administrator password on your WinXP machine.

A Description of the Safe Mode Boot Options in Windows XP
Try the Windows Safe-Mode. There is probably another Administrator account at that login.
