i deleted all the user accounts

i messed up i deleted all the user accounts and now i cant log on to windows how can i get the back when i cant even log on?

Try booting into safe mode (tape F8 as your computer is starting) and logging in with the Administrator account (which will then be visible). From there you can add another account and reboot.
