Specs: Windows XP
when I press F8 in XP got to menu where I could choose safe mode but it would not run through. There is no enable vga mode on this menu. i think if there was it might fix the problem.

Are you using an ADD in graphics card? Do you have integrated graphics? If both the above are true, then try removing the add in card and using the integrated graphics. Once in Windows remove any vestiges of the add in card from Device Manager.

I don't understand why you can't access Windows Safe Mode. That should work. You may have damaged something.

Are you still able to see the POST screens when you first start the computer? What do you mean "would not run through"?

Do you connect your PC to TV? I was in the same situation and i resolved it by connecting one port to monitor and the other port to TV. Using the monitor screen, i configured the resolution for my TV before disconnecting the monitor.
