I can't delete a file

I can't delete a file, i have tried everything!!! A while agho i had a program that could delete things like this, but i can't find it anymore.

When i have this problem i use a encrypting program i have to encrypt the file then it deletes it in "X" number of passes x being what i set, i find that even if i can't delete the file that program can, and then i can delete the backup i created, I am sure you don't need it encrypted but that is one way of doing it.

Try this...
open notepad and leave it blank. Save the blank document and name it the same as the file you can't delete. (use the extension as well..."filename.exe" for example)and overwrite the file you can't delete. You should then be able to delete the new "empty" file.
