I can't access Localhost

Hi,
I can't access localhost, I've tried http://localhost and http://127.0.0.1.
I get the following error message:
The conection was refused when attempting to contact localhost.
I tried pinging localhost in command.com, and everything worked fine.
I'd really appreciate any help, thanks.
I'm using Mozilla 1.0 RC3 but i also have the same problem with IE6 too.

the question is what server/port you are using and not what browser. if the connection was refused, maybe you have to change permissions on your server. difficult to say without knowing which server you use.
