My Sister called me once. She couldn't add a background picture on here desktop. In this case, I had to dig into the registry HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\policies\System "Wallpaper"= I right-clicked on the word Wallpaper and deleted it.
