I can still copy, I cannot paste (ctr+v does nothing)

Specs: Windows XP, P4 3.6/1 gigs
For some time now, I have often (not always, and not with every program) been unable to paste something that I've copied. I can still copy either through right clicking and selecting the Copy icon or by using CTRl+C but when I go to paste (either right click-Paste icon or CTRl+V). Could this be a malfunction of my keyboard, my computer or some of the programs?

Try Pasting in Safe mode.
If it works there, something being loaded when Windows loads normally that is not loaded in Safe mode is preventing it from working properly

Remove any bootable CDs or DVDs in drives.

Press F8 repeatedly while booting the computer, don't hold down the key, until you see the "Advanced..." menu.

Choose Safe mode or Safe mode with networking.

(Some bioses have their own use for pressing F8 while booting. e.g. you may see a screen where you choose a device to boot the computer from. If you see something like that, READ the screen to find what key you press to exit that screen, e.g. Esc.
Press that key, then immediately repeatedly press F8 until the "Advanced..." menu appears. )

If you can't paste by using the mouse (right click > paste), then the keyboard isn't the problem. Do you have SP3 installed? Have you scanned for viruses & malware?
