The 1st thing you need to do is check to see if "work offline" is enabled. If it is, disable it, then see if you can connect to a website. You didn't state which version of IE you have but have a look at this:
If that doesn't do it, try another browser - I suggest Firefox:
If Firefox works, you'll know the problem is with IE, if it doesn't, try repairing the Winsock settings. Here's what you'll need to do:
1. click on Start > Run, type in CMD & click OK
2. in the DOS box that pops up, type netsh winsock reset & press ENTER
3. close the box, reboot, then try your browser
