HTTPS connection refused

after a wierd and unexplained problem with my computer, where resolution decreased to 600x400 under 4 bit graphics (resolved by uninstalling my RIVA TNT2 64 graphic driver, and my current driver automatically took place of it) I can no longer connect to any secure HTTP page. Current web broswer is Mozilla 1.3, but Internet Explorer displays it's typical page not found page. Mozilla's error is "The connection was refused when attempting to contact www.****.com" I get this error on any site with HTTPS, any secure page. As the problem doesn't seem to be localized with any browser, I'm lost. Any help?
Ahh, gotta love that problem! I had it about a year ago, when my IE suddenly became unable to view HTTPS pages, and no matter how I changed the Internet Options, nothing would help.
...ended up creating a new user account and transfering all stuff like My Documents and Favorites from my old one into that new one. Worked like a charm.
