HP laptop freezing upon XP startup

I am stuck. I have an HP Pavillion dv8000 running Windows XP. A few days ago an issue popped up and I'm having a hard time correcting. Upon windows startup, I select the appropriate windows user and put in the associated user password to access windows....all looks fine so far. My wallpaper comes up as normal and then....nothing. No icons. No start button. Nothing.

If I hit CTRL-ALT-DELETE, I get an error message that reads "The application failed to initialize properly (0xc0000022). Click OK to terminate the application". The only thing I can do is hold down the power button to shut down.

Restarting in Safe Mode doesn't help either. Same issue.

If I restart in Safe Mode with Command Prompt, I can navigate through directories via DOS ok and access my data without issue.

I tried to access the HP Backup and Recovery Manager by hitting F11 during boot up. But that didn't work. Instead, I received an error message that reads "File \minint\system32\ntoskrnl.exe could not be loaded. The error code is 4. Setup cannot continued. Press any key to exit."

I'm assuming the only course of action here is to do a complete reinstall of windows. Correct?
Is there anything else I should try first? Does this sound like I was hit with a virus?

Can you run a chkdsk routine: have you tried both "last known good config", and/or also tried to get back to an earlier restore point?

Have you access to a full (or upgrade) version of the XP setup cd (with recovery console)?
