I have locked and encrypted some files by
Folder Lock software. Today I asked a
computer expert to uninstall current windows
in my laptop to have a new one installed. Now
my problem is that I forgot to take my files out
from Folder Lock and I don't know whether I
will be able to have access to my files after
installing new windows or not!!

If the files are on a different partition than the one that will be formatted for the new installation of windows, you should be able to reinstall the program and still have access. If they're on the partition that windows will use, they will be wiped.

reinstalling a window you have also uninstalled the folder lock n

You should contact the techical support of the encryption software.
You need the encryption certificate to unlock these folders. Without it recovery is impossible for a home or corporate user.
Usually if you reinstall windows that key is lost because you also wiped out the program that contained the key.
What partition this is on doesn't matter except if the installer formatted the original windows partition and this is the location of the encrypted files they are gone.
