how to tell if over clocked system

hi i bought a used computer claimed p4 1.7Ghz. I checked the temperature in BIOS and its 72 degrees . At boot time CPU clock is shown as 1.7Ghz, in BIOS CPU option it shows up as 800Mhz and I can't change it.
How can I tell if they system is overclocked?
PS: the system freezes some times, I have tested and replaced bad RAM, only next guess is overclocked cpu.
