How to stop creating new instance of IE Toolb

Hello
I have created a toolbar for IE7. When a new tab is opened then IE create a new instance for the toolbar.
Its take much memory and also effect the functionality of toolbar. Like if theme is changed of toolbar on one tab then it is not reflected on others tab due to new instance.
How can i get only one instance of my toolbar while opening new tab.
I have created toolbar using band object.
