How to setup network with static ip

I have two computers connected via a cross over cable. How can I set up the network using static ips and still use internet explore on both computers.

Static IPs on both machines? That requires two different access points(modems)
But to use 1 static IP and set up a network there you need a modem(access point) to feed to a router(switch) to feed to all computers on the network. Now depending on the router as to whether it is wireless or hardwired(cat5or6 cable) or combination of the two.
If you type networking into your start>search xp has some great info on how to set it up
