in windows 98 you just right click the drive and it will tell you but it seems in xp you can check for errors etc but it doesnt give you a detailed report saying if the drive has bad sectors. if windows xp cant do this is there a program that can?

Go to the web site of the maker of your drive.
Most have diag programs to test the drive for problems.
The defination of Insanity, Doing the same thing over and over again, and expecting a different result.

Windows XP can do this. Goto Computer Management > Disk Management. Right click on the drive to be tested. Select Properties then Tools. Click Check now and tick Scan for and attempt recovery of Bad Sectors.

That will work but the check for bad sectors in xp is generic. It's best when dealing with a name brand drive to use thier diag software. It takes a better look.
