How to reset refresh rate?? Plz help!

Hi, I am running windows XP and when I boot up, I can get to the black screen with the windows logo, then the monitor turns black and start blinking its light. I suspect this to be that the resolution or refresh rate is set too high.
How do I resolve this? Do I go into safe mode? I have tried going into safe mode and I don't know how to make the changes stay. I can't seem to change anything in saffe mode that will affect the normal boot.

I have Win XP Pro.... Right click your desktop, left click Proterties, click Settings, Advanced, Monitor. Hope its the same as yours.

try re-installing your display drivers while in safe mode.
what graphics card do you have?

I also have win xp pro. My problem doesn't lie in the fact that I can't access the display properties, its that I can't seem to save any changes. On the advanced tab in the display props, the resolution meter where you change it seems to b stuck.
The computer has a intel810e onboard graphics controller.
