Hi there,
I have a serious issue with the virus called "Newfolder.exe" and "Recycler". The day I got the virus in my computer, it has deleted all the executable files and installation files. Even the installed programs are not executing. All the Accessories and the System Utilities are not displaying. Hidden folders and files are not shown when I display the hidden files and folders. What do you recommend? Do you want me to install Avast Anti-virus and clear the virus and then format the drive to install a new copy of OS?
Please suggest me. Thank you.

rajuambati, download avast and allow it to do a bootscan on reboot. Move all it finds to the chest. If you use another anti-virus you should use either avast or your choice. If you had Norton or symantec installed on your PC, be sure to use their uninstaller from their website to remove it.
You can only have one AV running on your PC.
There are lots of free cleaners listed in my link, I would suggest running those to clean out any other adware and junk files that are on your PC.
If after running all the cleaners and your PC is still not functioning properly I would suggest you do a repair install:

Then you will have to download all your critical updates again. Good luck
All of your data will still be on your PC after doing this....you are only repairing the operating system....it is not like a reformat and fresh installation.
