How to remove the standby option

Hello,
I support a large number of public PC's and being concerned about password capturing software, we want to force our users to reboot instead of being able to logoff.
I was successful in removing lock computer and logoff in the Start/Shutdown/ boxes but I am not able to remove the Standby option.
I have gone into Control Panel/Power Settings/ and set all the schemes to Never. I have also clicked on the hibernate tab and unchecked enable hibernation. I have also gone into the bios and turned off power management.
These machines are Gateway E4200's with 256 megs RAM and Windows XP. The processors are 650 mhz.
Ideally what I want is for the user to click on Start\Shutdown and the only choices be Shutdown or Restart.
Your going to have to do some registery hacking to enable this. Before I did that though, I would try Tweak UI or Powertoys for Windows XP. They should have that optuion in there. If not, search the net for registry hacking.
