How to reinable add ons?

My computer has just recovered from a virus attack. Now my internet explorer 7 browser automatically starts out with telling me the add ons are disabled. It tells me to re enable the add ons. However, the tools tells me all my programs are enabled. Even so, the browser still tells me that "Internet explorer is currently running with add-ons disabled." It also told me, "To browse using add-ons, close Internet Explorer and then start it again." I tried that too, but it didn't work either. Can someone help me?

... Click Tools -> Internet Options.
Click the Programs tab, then Manage add-ons

I do not use IE, but I have XP Home with IE6. I do not find Manage Add-Ons where Mavis says.

I have "Disable or Enable" on the Security tab,
then click Custom Level... button.
