How to put pc in safe mode

Specs: Windows XP

My Dell computer, will not turn on normally. A blue screen and message stating:

"Stop c0000135 (unable to locate component)
This application has failed to start because winsrv was not found. Re: installing the app may fix the problem"

Now my computer has crashed! I urgently need a way to fix this without loosing any files. I have tried puting the computer in safe mode however F8 does nothing and F12 sends me to a boost device menu which does nothing but send me back to the blue message. Also I have tried pressing esc key once I am at the boost device menu.

Safest way now, is to slave your hard drive to another comp & copy your important stuff off the drive.

My computer won't actually go to the normal settings, nor will it turn on in safe mode. Making transfering files etc difficult. Is there anyway I can fix my computer or put it in safe mode myself?

As above, you can physically remove the hard drive and put it into another computer as a second drive and save your files to the other computer or to a flash drive.
You can also boot your computer to a Live Linux CD (not installed, run off CD and RAM only) and save your files to USB device that way.
Once your files are secure, you can format your drive and reinstall windows.

You have to be a little bit crazy to keep you from going insane.
