Hi everyone,
What is a best program that can play the files with the ISO or NRG extensions without burning to the CD/DVD (Assume that those files are video files)? Thank you very much

You need to install a virtual drive emulator & mount the image(s) .... there's a ton of them available on the web including Daemon Tools, ImgBurn & so on.....

Summary: Are you saying you want to put the actual bin file on the cd and not burn what's in the bin file to cd. If so try compressing it to a zip or rar file. With winrar, winzip or even XP's built in zipper ...
