How to Open Cmd in a bat and enter Values

Specs: Windows XP
Hello, if like to know how to Open a Cmd window in a batch file, and make that newly open window enter something as well

for example:

I currently have a .bat file that i guess is what youd call a cmd bomb, its the basic

:f
start %0
goto f

but i wanted to know if theres a way to make the cmd windows that it opens, also enter something? like for instance make all the new windows say

Color 4
:f
echo ERROR ERROR ERROR ERROR ERROR ERROR ERROR ERROR ERROR
goto f

if your wondering why, i make these as pranks for my friends
