How to move

While I right click on the folder, its windows show all list function -- like explore, open, search, copy, delete,rename, properties ... How to move "Open" tool to the top listing ?

The OPEN command should be listed first. Are you in ICON view?

So far, top list is Search command, second list is explorer, then Open command. While I double-click a folder, Search window is open, but folder does not open. Therefore, i want know how to move Open command back to top list.
