how to make drive D bootable

I have just installed D(80GB) hard drive. I need to transfer everything from C drive to D and make D bootable as C drive is boot drive right now. To avoid the installation all over again. I tried using the Norton Ghost 2002. It did clone the C drive onto D and even created the 31MB Healthy EISA configuration on D drive but it is still not bootable. In return my hard drive is running non stop, dont know which one. In task manager I see the CPU Usage: 50-90%. It drops down to 10-15% after a while but the drive is running non stop, and no program is running.
Has anyone come across anything like nonstop disk usage bvefore? Any help and suggestion would be appreciated.
Also can anyone tell how to make the D bootable with all the programs transfered from C.
My machine specs are: Dell DIM 4300 1.6Ghz 256MB, 20GB, 80GB. 64MB NVidia with TV-OUT DVD-ROM

I believe you have to make the "second" drive as a master if you want to boot from it. In other words, you need to re-jump both drives, master and slave...
