Create you text document in Word then save it as HTML.

What do you have? Any Word Processor capable of saving in HTML will do.

Otherwise you are going to have to learn HTML and use notepad.

HTML is a just a script.
You can try writing the code in notepad (check the source of any html page on the net if you want some example -- InternetExplorer>View>Source).
Or just copy a page, rename it and alter the source as needed.

As a example, say I want to open notepad and use the words GONE FISHING.

Try Open Office. That should do it but it is a large download 63 Mbs. A search of Google should bring up others.

As Stuart says, can't you create your document in Word on another computer, save it as HTML, then copy it to a floppy or CD and paste it in your computer?
