How to main heads for programs

OS: windows xp
CPU/Ram: 256

I am using windows xp. when i press start....>programs there is a list of all of the programs from top to bottom.like i have different grafics programs,utility programs etc etc. i want that i should make folder then but all utilities programs in it and make it.With this way it will be easy for me to open any utility program under utility main head.
Example

Start...>Programs...>Utilties.
..Norton Ghost
...Anti Virus
...DAP
...PartitionMagic

please guide me how can i do it?

Right click on start choose open then right click on a blank space and choose new folder.

Right click on start choose open double click on programs then right click on a blank space and choose new folder.
