How to limit the % of CPU used?

Hi There

In Windows Task Manager, I wonder how to limit the percentage of the cpu occupied by running background job? it seems a background job always occupies most of the CPU when I checked the windows task manager. When it happened, it slowed down other applications. How or where can I set it up to a certain level, say 50%?
