If you install 98 on the primary master you should be ok.. during the installation you can tell xp to use the other hard drive.. it will write a new boot record containing both os's and the mbr for both will be on your c drive.. i have the same setup at home.. it is a pretty painless installation.. email me with any questions..

Get partition magic and boot magic...a must..
If win98 installed first, XP must be installed before 98. All is explained in .pdf files on partition/boot magic software.

Install the OS in different partition. First u install win98 in one partition and then u install XP in another partition. When boot up time, the screen will prompt u which os u want to boot. CHoose the want u want and voila.. the os start up. BTW, u can set which OS to start up by default within a certain period of time, and also u can change the time(seconds), let say in how many seconds the things will automatically start if u don't select either 1 OS, then it will go to the default one.
