I am the owner and Administrator yet I look at the users accoounts there is several ....
All Users
DefaultUser
NewUser
NewUser.your.N5DI6WFVR
NewUse~/~you
This is so confusing what do all these mean or can I delete some of these...

Are these the user account names under "C:\Documents and Settings" ?
All users is an acct that contains settings for everyone. Ex. Shared Music, Photos, etc.
Default user is an acct that XP takes and copies everything from when you create a new acct, or when it cannot load your profile it loads this. It looks like the "newuser" ones are created by either a program you installed, or someone messing around with the pc.Either way, don't just delete anything from Explorer, because Windows may have created the "newuser" ones for a reason. Try to remove them through User Accounts.

Yes they are under C:\documents\settings Under Users accounts its just me, I have a feeling when I first set up xp that some of these were made by me since I am the only one here that uses the computer I think I will just leave it, just have a few problems and trying to find out what they are and as I was checking I ran accross all these, in the User account it just shows me as Administrator and Guest disabled. Thank you.

another way is to right click on my computer and select manage, click on local users and groups and select the users folder and right click on the user(s) and select delete.

You can check what the last log-on time was for these accounts:
Start the CommandPrompt
START>AllPrograms>Accessories>CommandPromptthen type 'net users' and you will get a list of all the users.
If you type 'net user USERNAME', then you will get the statistics for that account.svg
