how to format windows XP toshiba

Specs: Windows Vista
My Toshiba laptop has got virus. Now I want to instal Windows 7 in it. Virus has blocked all the ways to access MY COMPUTER....
So, I tried to change the booting option to CD ROM by pressing ESC and TAB together while system is starting..BUt when it starts, it starts the XP...can anyone help me how can I format my C Drive and instal windows 7

A virus can not do that. (almost zero chance)

Either your cd is bad, your cd reader can't read the Windows 7 DVD (dvd?) or you are not seeing the press any key to boot from dvd.

Most laptops can be returned to the original state. See owners manual for how to do that.

On Toshiba laptops use the Right Arrow key when you see the Toshiba splash screen. Along the bottom you'll see Icons to select for boot. I think the optical drive is the second one.
