CPU/Ram: P4/354
Comment:

"paint" program cannot open by All-User except Administrator.
Is there anyone know what is the problem and how to fix it?

Try copying the Paint shortcut to:

C:\Documents and Settings\All Users\Start Menu\Programs\Accessories
