How to find and format ext. usb HD

I bought one laptop HD (40GB, ATA/IDE, 5400RPM) to make a Ext. USB HD.
While conncet this HD with USB port on the pc, USB can recognize and said HD ready for use.
But, I can not see this HD in my computer. I try go to "administrative tools -- computer management -- storage -- disk management, I also can not see this HD. Because I can not see this HD, I can not format it.
Where I can find and see this HD ? How do I can format it ?

got some more info for us? usb 2.0? xp servive pack 1 or higher installed?

On a P3 700 Mhz computer it can take up to several minutes after the USB HD will appear in My Computer and in disk management. Did you wait long enough? Peter

This is used laptop (2.5") hd, someone took from used laptop and sold to me. That person told me -- " that hd in the laptop can not format under DOS, inside of hd has some DOS info. " This is 40GB HD, maybe something wrong for that HD ?
