You can do this by installing IIS from the winxp cd, and then going to Admin tools in control panel. Go to the internet services or web services(I forget what it's called) and find the default ftp server, right click and enable... I hope this helps. To the best of my knowledge, it's right, but I don't have IIS installed, so if not, sorry. Also, if you have ICF (Internet Connection Firewall) enabled, you'll need to enable ftp server through the advanced options. once again, I hope this helped. Take care,

I had a similar problem and I could fix it by creating a Windows XP account and used its user name as the user name for the FTP server setup and the same password with enabling only the anonymous logins.
Whrn you log in to the FTP server type "Anonymous" for user name and the same password you used for the account.
