What version are you using? Under "Tools" click on "manage Add-ons.

Lack of add-ons should not stop you getting into Internet Explorer. Do you really mean that Internet Explorer is not opening?

Maybe you mean that your Tools option is missing, if so hit Alt key. To show them permanently right click on the space to the right of them and select Menu bar.

If you don't mean either of these then please provide a detailed explanation.

Please come back and let us know the outcome.

So IE opens, you go to Tools > Manage Add-ons, then nothing happens (no Window arrives)?

If this is your issue then I can only suggest IE Repair:

You don't say which IE version it is but most are covered in the above link.

Best to first try the MS Fix-it that appears on the above page (Add-ons are listed as one of the things it fixes).

IMPORTANT - Please come back and let us know the outcome.
