That would indicate your users accounts are admins and there is no restricting admins locally. You have to change the account type if you want to restrict.

You can not protect a drive to a person who has physical access to it. EFS have been bypassed long ago. Might as well secure it with bubble gum.
Some newer computers now have a rather tight scheme tied to hardware that hasn't been publicly broken into. It will I assume in time.
