Whenever I attempt to clear my recycle bin it says, "Are you sure to delete the file 'Windows' "? And click yes, and it says could not delete, and has a bunch of gibberish with invalid characters such as Õ¶éñ殫°³¬

Did you make a copy of your windowz folder and delete on of theme from c:/windows.Or do you have kids who ply on your cpu and deleted it. If none of these did you try to rename it so it wont be protected. Also you could try an erase program that will erase anything on your system.
