Have you tried to drag it into recyling bin? In some cases, this works when Right-Click/Delete won't.

First run scandisk to ensure file system is healthy. Then:

rd /s /q hh

Same message comes up i.e The folder is not empty. I have checked that folder is empty and windows is showing "o kb" size. No hidden files. Dragging does not work.

Have you tried deleting it in Safe Mode?

If so, then try the unlocker that per posted the link for.

This reeks of a rootkit. Try RootkitRevealer, and see if it turns up anything.

If that doesn't help, close everything out, run this command, and go to lunch:
cmd /c "@(echo y &echo y) |chkdsk c: /f /v& shutdown -r"

Then try to delete the folder in Safe Mode.

EDIT: RootKitRevealer only tells you if something's going on; it won't actually fix anything for you.
