I encrypted some files. then I reinstall WinXP. now I can't open those files. I know the old username and Password. How can I utilize those information to decrypt files ? is "certificate manager" a built-in WinXP software ? I didn't set any recovery agent.

nt file encryption uses "on the fly" key generation.
since you re-installed you wiped out the key, your files are toast. usename and passwd no help, you need the key, it's gone.
certificate manager has nothing to do with your problem it's for secure web site certs.
