OS: winXP SP2
CPU/Ram: Core 2 Quad 2.4Ghz/2Gb
Model/Manufacturer: HP
Comment:
I have 3 physical hard disks. Can I create a boot disk that accesses to all of them in DOS? I mean I can apply dir command to view folders in these hard disks. My OS is win XP Pro.

Make a barts or ubcd4win cd. You can use a Vista DVD. You can use any number of live linux cd/dvd's. They do make various ntfs boot floppies.

You might have some issues if you encrypted the disks.

"Best Practices", Event viewer, host file, perfmon, are in my top 10

You may want to take a look at ntfspro
or do a search for ntfspror403.zip
