Can someone please help me out?

I'm trying to get into my router config settings but for some reason http://192.168.1.1 is not connecting. This has never happened before.

I have a Nokia Siemence Residential 1600 router and this is the first time i've ever ran into trouble.

I have reset the router and my cable modem, but it has made no difference.

I'm completely lost and I really need to get to the configuration.

Maybe that isn't the IP of the router. On a computer that is connected to the router, open up a command prompt and type "ipconfig /all". Look for your connection in the list, and then find "Default gateway" listed under it. That IP address is your router's.
