I have the task of "cleaning up" an installation of XP Home, used by a single person, that has somehow acquired a series of extra "users" from previous installs, including:
\Documents and Settings
\Administrator
\All Users
\Default User
\Owner
\Owner.xxxx
\Owner.xxxx1
etc.Is there some way to combine these, e.g. by copying all shortcuts and data to a single user, or must I re-install everything to a single user?

Well, I wouldn't suggest consolidating all the settings of all the users into one.
1) Go to My Computer and Right click
2)Go to Properties
3)Go to Advanced
4)Go to User ProfilesHere you can copy profile settings from one user to another
Incidentally, don't delete All Users / Administrator or Default profile - these are system users and should remain on the system,

When I go to User Profiles, I see only one profile installed, called "CharlieOwner," which, by the creation date, was created by me when I changed the workgroup to enable access to my home network.
The other "secondary" Windows Explorer folders, "Owner.xxxx," and "Owner.xxx1" do not appear as profiles, although sub-folders of them, under "Local Settings/Application Data/Microsoft/Outlook," "My Documents," and "Start Menu" each contain different files. These are the files I wish to combine into one profile.
I know I can import all the Outlook settings to one .pst, and copy the contents of the subfolders to the main "Owner" folder. Will this do the trick?

Well -
All itmes in the start menu are just shortcuts - you can copy them to the All Users / Start menu folder and it will work fine (assuming the shortcuts don't point to a file or program on the profile you eventually want to move)
This should work fine.
The best thing to do is to test it out. Copy all the items and folders that you want. Delete the unwanted user accounts (leave Admin / All Users and default user) and see if it does what you want. If it does not, you can always restore the profiles you deleted using the 'Restore' button on the recyle bin.
