How to check if a proxy is running?

Hi guys,
I have broadband and I can't load certain webpages, and others load very slowly. I installed some anonymous proxy software, to try to hide my IP address and it didn't work so i uninstalled it. I've also been having problems with my ISP and a conflicting IP which they had to change. Anyway, I want to know if there is any way the software i installed and then uninstalled has somehow changed something on my pc so that some of the webpages and MSN messenger don't load up. The IP address is the same as it was before i installed the software, so that hasn't changed. I think it is more likely to be a problem with the ISP, but i want to double check that software isn't to blame.

Use system restore if you think the program messed it up.
