If the Belkin product was included as part of the computer there is a vague chance you might be able to simply "disable" it in BIOS.
Most likely it was added-on software - maybe you know something about this. There are all sorts of Belkin products, from routers to dongles with various model numbers. Without any further information I suggest you look at this google search to see if there is an uninstaller for your particular product:
