How do I remove startup items on XP

OS: Win ME
CPU/Ram: 700 Celeron / 256 RAM

On WinME I can edit startup items with the programs > accessories > system tools > system information > tools > system configuration utility > startup.
I looked on a friends XP today and there seems to be no link to any system configuration utility in system information.
So how do I remove unwanted crap from startup in XP?
My god how a 1.8 CPU /256 RAM can lag and glitch from so much useless junk right after startup.
There were only like 4 items in the programs > startup folder but I know he is plaged by at least 10 or 20 apps.
I could figure this out if I had time to play with it but I am asking for a friend and I have had no experiance with XP.

Start>Run>MSCONFIG>Startup, you can get the list of every startup program information at http://www.pacs-portal.co.uk/startup_index.htm to get a complate list of what is essential and not essential programs. Take care and all the best!
