How do I remove altpayv2.exe

OS: Windows XP Pro
CPU/Ram: 1.2 Ghz/512 Megs RAM

Somewhere in my travels I acquired a file called altpayV2.exe. I have no idea what it is and when I try to delete I get an error message saying I can't do that. What gives?

How can I get rid of this?

Help appreciated.
